The present work, entitled “The Reality of Performance and Organizational Behavior in Algerian Public Institutions”, discusses the fundamental role of the organization in the administration, with emphasis on defining and consolidating activities, establishing relations between authority and responsibility, and creating a structure to achieve organizational goals. Regulation involves arranging resources such as people, materials, machines, and money to effectively achieve the organization's goals. It leads to the identification of responsibilities, relationships and the establishment of an organizational structure that unites individuals based on their roles and activities. The efficiency and effectiveness of an institution are closely linked to the human element, highlighting the importance of addressing human needs and problems to ensure progress and achieve desired results. The study of organizational behavior is crucial in understanding human behavior within institutions, influencing performance, decision-making, job satisfaction, and organizational culture. This study aims to explore the impact of organizational performance and behavior on the effectiveness of HR management, with hypotheses focusing on performance as a measure of organizational behavior and the importance of organizational behavior in enhancing the effectiveness of HR management. The data collection and analysis method were quantitative, analyzing the performance and organizational behavior of 38 workers at ENIE in Sidi Bel Abbès, revealing the average level of performance and organizational behavior among staff members.
